Hermione was never kissed by Draco. This has never happened in the series' official material. Throughout the story, Draco and Hermione had relatively few encounters. When they did meet up, it was usually because there was a battle to be fought against a Dark Lord or another dangerous creature.
Draco met with Harry Potter at Malfoy Manor to discuss the possibility of joining forces to fight Voldemort. They talked for hours without ever kissing each other good-bye. Harry later heard that Draco had agreed to help him find the Horcruxes but he didn't know whether to believe this or not.
Draco also went to great lengths to make sure that no one else found out about Harry's secret meeting with him. He made sure that no one saw them talking on the Hogwarts Express and again when they met at the manor house. Finally, when Harry asked him if they could be friends, he replied with an angry "Yes". He then sent Harry away from his sight.
It is possible that Draco used his tongue during their conversations with Harry present but we can't be certain of this.
