Make eye contact and thank them. If you smile at him, he could possibly go in for a kiss. Bring your focus to your own lips. Run your fingertips across your lips from time to time to pull his attention in. You can also lightly moisten your lips with your tongue or playfully bite your bottom lip. This will let him know that you're interested in kissing him.
If you are waiting for him to come closer before you act on it, he may not. But if you take the first step, be sure that he notices it.
