France is a democratic country. Shorts can be worn anywhere and at any time in Paris, with the exception of high-end restaurants with dress standards and religious organizations that restrict bare legs (or shoulders).

Swimming shorts are not permitted to be worn by males in swimming pools in France. Because it's more sanitary, you must wear tight-fitting teeny-weeny Speedo-style swimming trunks to the pool in France. If you have a beard, then you can't wear shorts, either.
In fact, all clothing is prohibited in French public pools. You must wear a swimsuit at all times while in the water or on the pool deck.
This ban on clothes in French pools exists to protect swimmers from being exposed to skin diseases and parasites. Bacteria and viruses that may be found on people's bodies can also be passed on to others in the pool.
Some public pools may have a changing room where you can remove your shoes and put on swimming trunks. These are usually located in sports facilities or community centers and are usually only available for a limited number of hours per day. In general, men tend to wear more expensive clothes in Paris. Price is very important when it comes to buying clothes. A French man will always try to look his best, so he will always make an effort with what he wears.
